General

The Utility Billing Division is charged with providing customer service to the City's water and sewer customers, as well as revenue collection for occupational licenses, impact fees and building permits. Our primary mission is to arrange for the delivery of the utility services provided by the City, and to provide for the accurate billing and revenue collection for those services. In addition to water and sewer services, we provide residential waste recycling and garbage collection, reclaimed water, and stormwater management services.

Initiation of Service

Residents seeking utility services should visit our Customer Service counter in the City Hall lobby, located at 225 Newburyport Avenue, on the east side of the City. Tenants must provide a copy of a signed lease agreement, and a pictured ID. New owners must bring Closing Documents or Warranty Deed and a pictured ID. A deposit will be required to initiate service. Residential deposits are $50.00. Commercial deposits will vary depending upon anticipated consumption. The residential deposit will be refunded after twelve consecutive months of prompt payment of the monthly bill. Please feel free to contact the office if you have any questions at 407-571-8044. Our office hours are Monday through Friday 7:30 to 4:30.

The owner or occupant should be present at the dwelling or structure when the valve establishing water service is opened. If you choose not to be present, the City will not be responsible for any damages that may arise as a result of the turn-on.

It is unlawful for anyone other than City Utility personnel to turn the water meter on or off. The Police will be notified of any tampering with meters locked for non-payment. Legal action may be taken and fines assessed for any theft of services or damage to water meters.

Monthly Billing

The City bills for services on a monthly basis. Bills are due and payable upon receipt. Any bill which remains unpaid 28 days after the billing date is subject to a 10% penalty. Accounts which are unpaid 35 days after billing date are subject to disconnection.

The charge for water and sewer services is based on the amount of water actually used. Residential garbage service and the stormwater management fee is a flat monthly fee. Reclaimed water service is a flat monthly fee for home sites up to one acre with unlimited usage. Home sites larger than one acre are subject to additional fees. A utility tax is also imposed on the water portion of the bill.

For your convenience, the City has a 24 hour payment drop box on the north side of City Hall, 225 Newburyport Avenue. Payments left in this box will be credited the next business day. Please do not leave cash.

Cut-Off Policy

Customers who have bills which are unpaid 35 days after the billing date are subject to disconnection.

In such cases, service will not be renewed until all bills are paid including a $25 reconnect charge. Also, the account will be subject to additional deposit requirements.
