City’s Terms and/or Conditions for Purchase of Goods/Services from Vendors
Important Read Carefully: Terms and conditions on City’s solicitation documents, contracts, and/or purchase orders shall prevail and take precedence. Unless expressly accepted by the City, only terms and conditions contained in these documents shall apply. The City will not consider additional terms and conditions submitted by the vendor. Any and all such additional terms and conditions shall have no force and effect, and are inapplicable to the City’s purchase of goods and services if submitted either purposely through intent or design, or inadvertently appearing separately in transmittal letters, specifications, literature, price lists or warranties. Vendors shall agree that the general and/or any special conditions in the City documents are the only conditions applicable to purchases made by the City and that the City will not accept exceptions to our terms and conditions.

To that end, it is essential that interested business persons become familiar with the City's purchasing policies and procedures. This website will serve as a general guide. Specific questions and concerns not addressed here should be directed to the Procurement Manager.
Getting on the Vendor/Bid List
Our agency has selected DemandStar by Onvia as our electronic procurement service for automatic notification of bid opportunities and document fulfillment. We are part of a network of hundreds of agencies -- with more joining every week. We encourage you to participate in this efficient bid notification system with us. Businesses who have subscribed to the service are notified by fax or e-mail whenever an invitation to bid, request for proposals or request for quotes has been issued for the commodity or service offered by the business. Although this service is not a mandatory requirement to bid with the City, it is the only automatic notification service the City uses.
To have your firm placed on the vendor list, contact DemandStar by Onvia at www.demandstar.com or by calling 1-800-711-1712 for details and subscription fees. The application asks for general information about your firm and lists the commodities and services the firm wishes to sell to the City.
Subscribing to DemandStar by Onvia is not a requirement. You will still be able to find our bid information by searching through our Web site. However, we believe electronic procurement does offer significant advantages to you as a supplier.
When you subscribe to DemandStar by Onvia, you are immediately sent bid and quote opportunities via fax or e-mail. As part of your subscription, you will also receive free quote notifications from participating agencies. Interested in how it works? If you choose not to register with DemandStar, you will not receive automatic notification of bid opportunities. You will be responsible for visiting our web site to obtain information regarding bid opportunities. This information is updated daily and it is your responsibility to determine the frequency of obtaining this information.
How to Obtain City of
We at the Procurement Division want to make your bid process a breeze from start to finish! Follow these easy directions to access and download current City of
First, click on the Bid Information link here or on the left side of this page. You will now see a list of bids. Make sure you view this page frequently to assure that you download all necessary Addendum(s). Remember that all Addendum(s) must be acknowledged with your completed bid package.
If you would like to view all active City of
Scroll down until you see the bid you are interested in and then look over to the far right. Click on download/order. You will then be directed through DemandStar. com's website. Be advised that you are not signing up with DemandStar at this time; you are simply downloading a bid. If you are already a member, you would simply login your username and password. If you are not a member of DemandStar.com, however, you would need to click on Create Profile.
You will then need to fill out a short questionnaire about your company. This information is needed in case there are any addendum(s), you will be notified. After the form is complete, you will be taken to the Membership Agreement page. After you have read the Agreement, click on Finish.
You will now be on the Request Bid Package page. You should see your bid below in a .pdf format. Under Action on the far right, click on Download. Don't forget, you will need to have Adobe Acrobat in order to view any bid/addendum. If you do not have Adobe already, you can download it for free or at the bottom of the Request Bid Package page, or by clicking on the Adobe Acrobat icon below.
