Citizens at Risk Program
In February 1995, the Altamonte Springs Police Department kicked off a registry program designed to assist citizens with special medical requirements or who are easily disoriented. This program, called "Citizens at Risk" or C.A.R., aids law enforcement and medical personnel assist citizens who have become disoriented due to a loss of memory or a medical condition such as diabetes, stroke, or Alzheimer's disease. Who qualifies for the program?
Citizens who have memory or medical impediments which tend to make them become disoriented or unconscious and unable to communicate their name, address, or primary caregiver.
What does the program do for citizens?
After the resident is registered and receives their bracelet, they wear it at all times. If they become disoriented or unconscious, police officers and medical personnel will be able to retrieve information from the C.A.R.'s confidential files. With this information, the police officer or medical provider will be able to assist the citizen by either returning them home, contacting next of kin, notifying a care-giver, or providing emergency medical information for treatment.
The police and medical personnel are able to contact doctors, give medical information to emergency medical technicians, and immediately render first aid based on the medical history. When medical emergencies confront the disoriented, C.A.R. can make the difference!
How do citizens register?
The program is set up inside the Community-Oriented Police Services Center, which is located inside the Altamonte Mall lower level between Macy's and JC Penney. The COPS Center is open Monday through Saturday from 10:00 a.m. to 4:00 p.m. Residents who live in the city limits of Altamonte Springs will be registered at no cost, and non-residents can register for a fee of $5.00 (to cover the costs of the program). Forms containing emergency contacts, medical information, and identification data are completed by the citizen and a coded bracelet is issued.
Registration forms are maintained at the police department. The information contained in the file will be available 24 hours a day to emergency agencies on an as-needed basis. Information relayed to the officers and agencies will be limited to information necessary to assure a positive outcome of the emergency situation.
